Donor compliance
Every donor has its own rules for how funds are spent, documented and reported. I help organizations meet them in a way that fits how they actually work, and keep a clear audit trail.
SERVICES
2 CFR 200 compliance
Organizations that receive US federal funding work under three layers of rules: 2 CFR 200 (the Uniform Guidance), the funding agency's standard terms, and the conditions written into each award.
Much of my experience is with US Department of State awards, including more than 10 years managing Norwegian People's Aid's portfolio of conventional weapons destruction funding from the Office of Weapons Removal and Abatement (PM/WRA). I also have training in 2 CFR 200.
I work with organizations receiving federal funding for the first time and setting up their systems from the start. I also work with established organizations, in the US and elsewhere, taking on a new award or new terms, or just needing support in ensuring their existing policies and procedures are in compliance with donor requirements.
What I can help with
Training
Practical 2 CFR 200 training for boards, management and staff, built around your own award and the decisions your team faces in practice.
Award mapping and compliance calendar
Reading the award, the agency's standard terms and the special provisions together. I turn them into a clear list of obligations and a calendar of every deadline, from reporting and payment requests to disclosures and closeout.
Policies, procedures and documentation
Developing or aligning policies and procedures for finance, procurement and code of conduct, so your organization works in a compliant way and can document that it did. Written as your own and sized to your team.
Review and gap analysis
An independent check of your existing policies, procedures and records against 2 CFR 200, the agency's terms and your award. You get a prioritized list of what to fix first.
Advisory on call
Support when a question can't wait: a purchase, a first hire, whether a cost can be charged to the award, a payment request, or preparing for a monitoring visit or audit.
More than one donor?
If your organization also has funding from other donors, I make sure their rules are taken into account too, so your systems work for all of them.
How an engagement works
1. Training and award mapping
Most engagements start here, so your award sets the priorities rather than a generic checklist.
2. Policy work in phases
Most urgent first, with on-call advice alongside.
3. Mostly remote
Work is mostly remote, with on-site sessions where needed.
